DISCUSSION/BACKGROUND:

Iowa 139 begins at the Howard‑Chickasaw County line in the City of Protivin and travels in a northerly direction to the Howard‑Winneshiek County line, approximately two and one‑half miles northeast of the City of Cresco, via the cities of Protivin and Cresco.

Due to transfer of jurisdiction agreement number TJ‑139‑0 (8) ‑‑2M‑45 between the City of Protivin and the Iowa Department of Transportation approved May 2, 1980, that portion of Iowa 139 from the south corporation line north to the north corporation line near the center of Section 13‑T97N‑R11W should be deleted from the primary road system and reverted to the City street system of the City of Protivin effective July 1, 1980.

Due to transfer of jurisdiction agreement number TJ‑139‑0 (8) ‑‑2M‑45 between the City of Protivin and the Iowa Department of Transportation approved May 2, 1980 and transfer of jurisdiction agreement number TJ‑139‑0 (9) ‑‑2M‑45 between Howard County and the Iowa Department of Transportation, approved May 2, 1980, that portion of Iowa 139 from the north corporation line of the City of Protivin near the center of Section 13‑T97N‑R11W, north along the east corporation line of the City of Protivin to the north corporation line of the City of Protivin approximately 0.14 miles north of the center of Section 13-T97N‑R11W should be deleted from the primary road system and reverted to local jurisdiction effective July 1, 1980.

Due to transfer of jurisdiction agreement number TJ‑139‑0 (9) ‑‑2M‑45 between Howard County and the Iowa Department of Transportation approved May 2, 1980, that portion of Iowa 139 from the north corporation line of the City of Protivin approximately 0.14 miles north of the center of Section 13‑T97N‑R11W northerly, westerly and northerly to the south corporation line of the City of Cresco should be deleted from the primary road system and reverted to the Howard County secondary road system effective July 1, 1980.

Due to transfer of jurisdiction agreement number TJ‑139‑0 (10) ‑‑2M‑45 between the City of Cresco and the Iowa Department of Transportation approved May 16, 1980, that portion of Iowa 139 from the south corporation line of the City of Cresco northerly to a junction with Iowa 9 should be deleted from the primary road system and reverted to the City street system of the City of Cresco effective July 1, 1980.

PROPOSAL/ACTION RECOMMENDATION:

It is recommended that the present description of Iowa 139 in Howard County be deleted and the new description, as referred to in the attached detailed description be included in the primary road system.

Locate Iowa 139 in Howard County as follows:

Beginning on the Howard‑Winneshiek County line at a point near the NE Corner Section 25‑T99N‑R11W Howard County (NW Corner Section 30‑T99N-R10W, Winneshiek County) (junction Iowa 9); thence northerly on the Howard‑Winneshiek County line to a point approximately 1000 feet south of the E ¼ Corner Section 13‑T99N‑R11W Howard County (W ¼ Corner Section 18‑T99N‑R10W, Winneshiek County) (see Winneshiek County).

Due to a review of our Primary Road System records, Iowa 139 in Howard County should be deleted and the new description added should be officially included in the Primary Road System.

Iowa 139 begins at the Howard‑Chickasaw County line in Protivin and travels in a northerly direction to the Howard‑Winneshiek County line, 22 miles northeast of Cresco, via the cities of Protivin and Cresco, Iowa.

PROPOSAL/ACTION RECOMMENDATION:

Locate Iowa 139 and its extensions in Howard County as follows:

Protivin:

Beginning at the south corporation line on the Howard‑Chickasaw County line connecting with an unnamed street; thence northerly to the north corporation line, connecting with an unnamed street.

Beginning on the north corporation line of the City of Protivin, connecting with an unnamed street; thence northerly through Section 13‑T97N‑R11W to a point near the N ¼ Corner Section 13‑T97N‑R11W; thence westerly following substantially the section line of Sections 13 and 14‑T97N‑R11W to a point approximately 1100 feet east of the SW Corner Section 11‑T97N‑R11W thence curving northwesterly to a point approximately 1100 feet north of the SW Corner of said Section 11; thence northerly following substantially the section line of Sections 11 and 2‑T97N‑R11W and Sections 35, 26, 23, 14, 11, and 2‑T98N‑R11W and Section 35‑T99N‑R11W to the south corporation line of the City of Cresco connecting with ah unnamed street.

Cresco:

Beginning on the south corporation line, connecting with an unnamed street; thence northerly and easterly to the east corporation line connecting with an unnamed street.

Beginning again on the east corporation line of the City of Cresco, connecting with an unnamed street; thence east following substantially the section line of Section 25‑T99N‑R11W to the Howard‑Winneshiek County line at a point near the NE Corner Section 25‑T99N‑R11W, Howard County (NW Corner Section 30‑T99N‑R10W, Winneshiek County) (east junction of Iowa 9); thence northerly on the Howard‑Winneshiek County line to a point approximately 1000 feet south of the E ¼ Corner Section 13‑T99N‑R11W, Howard County (W ¼ Corner Section 18‑T99N‑R10W, Winneshiek County) (see Winneshiek County).

NOW, THEREFORE: Be it resolved that the Iowa Department of Transportation approve the location of Iowa 139 in Howard County, Iowa.

NOTE: To become effective upon adoption of this resolution.
