DISCUSSION/BACKGROUND:

Transfer of jurisdiction agreement number 2003-TJ-013, between Scott County and the Iowa Department of Transportation, took effect on May 12, 2003. However, it was missed when entering the primary route description on December 31, 2003. It transferred that portion of Unsigned Iowa 421 from the Scott-Muscatine County Line at a point near the SW Corner Section 31-T78N-R2E Scott County (SE Corner Section 36-T78N-R1E Muscatine County); thence easterly through the south part of Section 31-T78N-R2E to the west corporation line of the City of Blue Grass connecting with Mayne Street.

Transfer of jurisdiction agreement number 2002-TJ-011, between the City of Blue Grass and the Iowa Department of Transportation, transferred that portion of unsigned Iowa 421 from the west corporation line connecting with Mayne Street; thence easterly on Mayne Street to the east corporation line (junction of US 61) (at a point near the NW Corner Section 4-T77N-R2E) to city jurisdiction on May 12, 2003.

New Description - Unsigned Iowa 421 and its extensions in Scott County described as follows:

Beginning on the Scott-Muscatine County Line at a point near the SW Corner Section 31-T78N-R2E Scott County (SE Corner Section 36-T78N-R1E Muscatine County); thence easterly through the south part of Section 31-T78N-R2E to the west corporation line of the City of Blue Grass connecting with Mayne Street.

Blue Grass:

Beginning on the west corporation line connecting with Mayne Street; thence easterly on Mayne Street to the east corporation line (junction of US 61) (at a point near the NW Corner Section 4-T77N-R2E).

PROPOSAL/ACTION RECOMMENDATION:

It is recommended to approve adding the description of Unsigned Iowa 421 in Scott County to the Primary Road System.
