TITLE:  Official Description Change: Iowa 23 - Wapello County

 

DISCUSSION/BACKGROUND:

 

Due to the relocation of US 63 north of Ottumwa, and the rerouting of US 63, Iowa 23, Iowa 149 and Iowa 137, Iowa 23 is being routed over the section of road from the junction of Iowa 149 to Oskaloosa, (Mahaska and Keokuk Counties), formerly US 63.

 

The section of road from the new location of US 63 north of Ottumwa, northwest to the junction of Iowa 137 at Eddyville, is now US 63.

 

The section of old Iowa 23 from the junction of US 63, in Ottumwa, northwest to the west corporation line of Ottumwa went back to the City of Ottumwa by transfer of jurisdiction agreement number 97-TJ-003 on September 5, 1997.

 

The section of old Iowa 23 from the west corporation line of Ottumwa, northwest to the new location of US 63, north of Ottumwa, went back to Wapello County by transfer of jurisdiction agreement number 97-TJ-002 on September 5, 1997.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended that Iowa 23 in Wapello County be deleted from the Primary Road System.

Ottumwa:

 

Beginning on 2nd Street at the intersection of Wapello Street (US 63); then northwest an 2nd Street to the west corporation line.

 

Also

 

With a spur beginning on Main Street at 2nd Street (begin one way southbound); then southeast on Main Street to Wapello Street (end one way southbound).

 

Beginning on the west corporation line of Ottumwa connecting with 2nd Street; then in a northwesterly direction through Sections 14, 11, 10, 9, 4 and Section 5‑T72N‑R14W, and Sections 32, 31 and Section 30‑T73N‑R14W to a point approximately 900 feet south of the NW Corner said Section 30; then continuing northwesterly through Sections 25, 24 and Section 23‑T73N‑R15W to a point approximately 1,800 feet west of the NE Corner said Section 23; then continuing in a northwesterly direction through Sections 14, 15, 10, 9, 8, 5 and Section 6‑T73N‑R15W to the south corporation line of Eddyville, connecting with 8th Street.

 

Eddyville:

 

Beginning on 8th Street at the south corporation line; then northwest on 8th Street to Iowa 137.

Due to a review of our Primary Road System records Iowa 23 in Wapello County should be deleted and the new description added should be officially included into the Primary System.

 

PROPOSAL/ACTION RECOMMENDATION:

 

It is recommended that the old description of Iowa 23 in Wapello County be deleted and the new description, as referred in the attached detailed description, be included in the Primary Road System effective upon the adoption of this resolution.

 

Locate Iowa 23 and its extension in Wapello County as follows:

 

Ottumwa:

 

Beginning at Wapello Street (junction US 63) thence northwesterly to the west corporation line connecting with an unnamed street.

 

Also

 

With a spur beginning on Main Street at Second Street (begin one way south­bound); thence southeasterly on Main Street to Wapello Street (end one way southbound).
