TITLE: Official Description Change: Iowa 254, Winnebago County

DISCUSSION/BACKGROUND:

Iowa 254 begins at Iowa 9 on the east line of Buffalo Center, and travels northerly to the Iowa‑Minnesota State line approximately one mile northwest of Rake, Iowa.

Due to transfer of jurisdiction agreement number TJ‑254‑0 (4) ‑‑2M‑95 between the City of Buffalo Center and the Iowa Department of Transportation approved May 2, 1980, and agreement number TJ‑254‑0(3)‑‑2M‑95 between Winnebago County and the Iowa Department of Transportation approved April 17, 1980, that portion of Iowa 254 from Iowa 9 near the SW Corner Section 16‑T99N‑R26W northerly along the east corporation line of Buffalo Center to near the NW Corner said Section 16 should be deleted from the primary road system and reverted to local jurisdiction effective July 1, 1980.

Due to transfer of jurisdiction agreement number TJ‑254‑0 (3) ‑‑2M‑95 between Winnebago County and the Iowa Department of Transportation approved April 17, 1980, that portion of Iowa 254 from near the NW Corner Section 16‑T99N‑R26W northerly to the Iowa-Minnesota State line near the N ¼ Corner NW ¼ Section 9‑T100N‑R26W should be deleted from the primary road system and reverted to the Winnebago County secondary road system effective July 1, 1980.

PROPOSAL/ACTION RECOMMENDATION:

It is recommended that the description of Iowa 254 in Winnebago County, as referred to in the attached detailed description, be deleted from the primary road system.

Remove Iowa 254 in Winnebago County as follows:

Beginning at a point near the SW Corner Section 16‑T99N‑R26W (junction Iowa 9); thence northerly following substantially the section line of Sections 16, 9, and 4‑T99N‑R26W and Sections 33, 28, 21, 16, and 9‑T100N‑R26W to a point approximately 850 feet north of the W ¼ Corner Section 9‑T100N‑R26W; thence in a northeasterly and northerly direction through said Section 9 to the Iowa‑Minnesota State line at a point approximately 1300 feet west of the NW Corner Section 9‑T100N‑R26W, Winnebago County, Iowa.

Due to a review of our Primary Road System Records Iowa 254 in Winnebago County should be deleted and the new description added should be officially included into the Primary System.

PROPOSAL/ACTION RECOMMENDATION:

It is recommended that the old description of Iowa 254 in Winnebago County be deleted and the new description, as referred in the attached detailed description, be included in the Primary Road System effective upon the adoption of this resolution.
