The 2007 Session of the 82nd General Assembly adjourned at 12:39 a.m. Sunday, April 29.  One of the final bills of the session to pass was House File 932, which creates the TIME-21 fund.

The senate passed the TIME-21 bill Friday evening, April 27, on a 42-8 vote, after passing the house earlier in the day on a 92-4 vote.

The bill, which now goes to the governor for his signature:

  • Creates the TIME-21 fund.
  • Provides for funding to come from any moneys appropriated by the General Assembly and any revenues credited by law to the TIME-21 Fund.
  • Distributes any funding via a 60 percent Primary Road Fund/20 percent Secondary Road Fund/20 percent Street Construction Fund formula.
  • Directs funding toward specific investment areas.
  • Calls for continued development and issuance of needs and revenue studies and reports.
  • Establishes an eight-member legislative interim committee to develop a financing proposal for next session (membership includes four members of the senate, two appointed by the majority leader of the Iowa Senate and two appointed by the minority leader of the Senate; and four members of the Iowa House of Representatives, two appointed by the speaker of the House and two appointed by the minority leader of the House).
