Section 2306. Bituminous Fog Seal (Pavement).

2306.01 DESCRIPTION.
The work shall consist of cleaning the pavement surface and applying diluted asphalt emulsion to the entire pavement surface by means of a bituminous distributor.

2306.02 MATERIALS.
Asphalt emulsion grade CSS-1 or SS-1, meeting requirements of Section 4140, shall be used unless directed otherwise by the Engineer.

2306.03 EQUIPMENT.
The equipment shall meet the requirements of Articles 2001.12 and 2001.14.

2306.04 CLEANING.
At the time the emulsion is placed, the entire pavement surface shall be cleaned. This shall be done by use of scrapers, compressed air, brooming, or other approved methods.

2306.05 DILUTION.
The asphalt emulsion shall be diluted with water prior to application to the pavement surface. The dilution rate is one part of asphalt emulsion to four parts of water.

2306.06 APPLICATION.
The diluted asphalt emulsion shall be uniformly applied at the rate of 0.12 gallon per square yard (0.5 L/m2) of pavement surface. The application rate may be reduced at the direction of the Engineer. A light application of sand cover may be required as directed by the Engineer. This is anticipated only for excessive application rates. Brooming of ponded areas may be required as directed by the Engineer, prior to placing traffic on the pavement.

Safety and convenience to the public without soiling their vehicles shall be a controlling factor.

Application widths shall be one-half of the roadway, plus an overlap of approximately 4 inches (0.1 m) at the middle of the road. Each width shall be covered in one application while the opposite one-half of the roadway is left open to public traffic.

Care shall be taken that asphalt emulsion is not applied to bridge decks or railroad rails and flangeways.

2306.07 LIMITATIONS.
Asphalt emulsion shall not be placed on a damp or wet surface except as approved by the Engineer. Work will not be allowed on Sundays or holidays in accordance with Article 1108.03.

Asphalt emulsion shall be applied during weather conditions under which satisfactory application can be obtained. Asphalt emulsion shall not be applied when either the pavement temperature or the air temperature is below 60°F (16°C). Asphalt emulsion shall not be placed after August 31 without permission from the Engineer.

A sand dam or other approved means may be necessary to prevent emulsion from running on to the pavement adjacent to the work area in areas of superelevated curves.

2306.08 GENERAL.
The Contractor shall calibrate the bituminous distributor to the specified target rate prior to start of work on the pavement surface.

2306.09 TRAFFIC CONTROL.
Diluted asphalt emulsion shall be applied over existing pavement markings. This will diminish their visibility and require the following signs to be installed by the Contractor.

Unless stated otherwise in the contract documents, the Contractor shall furnish signs and mounting devices including posts.

The Contractor shall furnish and install these signs as follows:

A. "NO PAVEMENT MARKINGS" and "NEXT MILES" signs.
These signs shall be placed at the beginning and end of the project. They may be mounted on posts or skids.

B. "NO PAVEMENT MARKINGS" signs.
These signs shall be placed on each side of towns and on each side of all intersections of Primary and County Roads. They may be mounted on posts or skids.

C. "DO NOT PASS" signs.
These signs shall be placed on the right-hand side of the road at the beginning of each no-passing zone. These shall be mounted on posts.

D. "PASS WITH CARE" Signs.
These signs shall be placed on the right-hand side of the road at the end of each no-passing zone. These shall be mounted on posts.

The contracting authority will place new pavement markings and remove the signs when the project is complete.

2306.10 SCHEDULING.
A preconstruction conference will be required for this work. This will normally be a single conference for all work of this type in each residency.

At the preconstruction conference, the Contractor shall furnish the Engineer a probable schedule for work of this type in the District jurisdiction, including the sequence for each project.

2306.11 METHOD OF MEASUREMENT.
The items involved in construction of Bituminous Fog Seal (Pavement) will be measured as follows:

A. Asphalt Emulsion for Fog Seal.
Undiluted Asphalt Emulsion will be measured in gallons as provided in Article 2307.06,B.

B. Sand.
Sand will not be measured for payment.

C. Traffic Control.
Article 2528.12 shall apply.

2306.12 BASIS OF PAYMENT.
For the quantity of the items involved in construction of Bituminous Fog Seal (Pavement), measured as provided above, the Contractor will be paid as follows:

A. Asphalt Emulsion for Fog Seal.
The Contractor will be paid the contract unit price per gallon (liter) for undiluted Asphalt Emulsion that is mixed and used on the project. Diluted asphalt emulsion that is delivered to the job site but not applied to the roadway surface will not be considered for payment.

This payment shall be full compensation for cleaning the pavement surface, furnishing and applying the diluted asphalt emulsion including water for dilution, furnishing and applying sand cover, brooming of ponded areas as necessary, and protecting the pavement adjacent to the work area in areas of superelevated curves.

B. Traffic Control.
Article 2528.13 shall apply.
