Section 4188. Traffic Control Devices.

4188.01 DESCRIPTION.
Materials for the type of traffic control devices specified shall meet the following requirements.

4188.02 DRUMS.
Drums shall be reboundable drum channelizing devices which are used in a traffic control zone. They shall be submitted to the Materials Engineer for approval. They shall meet the requirements of the MUTCD, Part VI, Section 6F-5 and the following requirements:

A. Properties.
The drum body shall be made from an impact resistant, flexible, and reboundable material that is highway orange meeting Federal Color Standards. The material shall be specifically formulated with ultraviolet stabilizers to provide satisfactory weatherability characteristics and resist fading. The top of the body shall be designed so that small signs can be securely affixed and stay attached upon impact. The body shall also have an anti-roll feature to provide roll resistance after an impact.

B. Visibility.
The drums shall be designed to allow a minimum of four horizontal, circumferential bands of 4 inch (100 mm) minimum width retroreflective sheeting. The first (top) and third bands shall be orange and the second and fourth (bottom) bands shall be white. If there are nonreflectorized spaces between the four bands, they shall be no wider than 2 inches (50 mm).

The retroreflective sheeting for the bands shall meet the requirements of Article 4186.03 and recommended by the manufacturer for use on drums. All material requests shall be made to the Materials Engineer for approval.

C. Stability.
The drums, when properly ballasted, shall not move, overturn, or separate due to air turbulence created by passing vehicles or moderate winds. The ballast shall be sand, recycled tire collar if applicable to the drum, or an Engineer approved material that will not make a hazard to motorists, workers, or pedestrians. The limitations specified in Section 6F-5 of the MUTCD shall apply for a drum weighted with ballast. If impacted or overturned, the anti-roll feature shall prevent a drum from rolling freely.

D. Acceptance.
Inspection and acceptance of reboundable traffic control drums shall be in accordance with Materials I.M. 488.02.

4188.03 ORANGE MESH SAFETY FENCE.
Orange mesh safety fence shall have a height of 48 inches ± 2 inches (1.2 m ± 50 mm) and be constructed of orange plastic mesh. The mesh shall contain ultraviolet stabilizers to prevent degradation. The safety fence shall remain flexible down to 0°F (18°C). The minimum tensile strength of the safety fence shall be 250 pounds per foot (3650 N/m) in the longitudinal direction and 150 pounds per foot (2190 N/m) in the vertical direction. The maximum aperture opening of the plastic mesh shall be a nominal 4.5 square inches (290 mm2.) The maximum porosity of the safety fence surface area shall be 55%. The safety fence shall come in rolls of at least 50 feet (15 m) in length to minimize fence joints for an individual fence location. Three horizontal nominal 1 inch (25 mm) bands of Type III or IV white retroreflective sheeting meeting the requirements of Article 4186.03 shall be securely attached to the safety fence on the side facing traffic. The three horizontal retroreflective bands shall be located at the mid-height and within 9 inches (225 mm) from the top and bottom of the fence fabric. Inspection and acceptance of orange mesh safety fence shall be in accordance with Materials I.M. 488.03.

4188.04 42 Inch (1050 mm) Channelizers.
Channelizers shall be reboundable channelizing devices which are used in a traffic control zone. They shall meet the requirements of the MUTCD and the following requirements:

A. Properties.
The channelizer body shall be made from an impact resistant, flexible, and reboundable material that is highway orange meeting Federal Color Standards. The material shall be specifically formulated with ultraviolet stabilizers to provide satisfactory weatherability characteristics and resist fading. The body shall also have an anti-roll feature to provide roll resistance after an impact.

B. Visibility.
The channelizer shall have a minimum of two orange 6 inch (150 mm) bands of Type VII Iowa sheeting according to Article 4186.03 and two white 6 inch (150 mm) bands of Type III or IV sheeting according to Article 4186.03, with the top band being orange. Any nonreflective spaces between the orange and white bands shall not exceed 2 inches (50 mm).

The retroreflective sheeting for the bands shall meet the requirements of Article 4186.03 and be recommended by the manufacturer for use on drums.

C. Stability.
The channelizer, when properly ballasted, shall not move, overturn, or separate due to air turbulence created by passing vehicles or moderate winds. The ballast shall be supplied by the manufacturer and shall weigh no less than 30 pounds (13.6 kg) and shall not make a hazard to motorists, workers, or pedestrians. If impacted or overturned, the anti-roll feature shall prevent a channelizer from rolling freely.

D. Acceptance.
Inspection and acceptance of channelizers shall be in accordance with Materials I.M. 488.04.
