REQUIREMENTS & ACCEPTANCE

DURABLE PAINT PAVEMENT MARKINGS

GENERAL

Durable paint pavement markings as described in Section 2527 of the Standard Specifications (including Pavement Markings, Epoxy) shall meet requirements of this IM.  Approved Products are listed in the Materials Approved Products Listing Enterprise (MAPLE). Rapid set multi component durable pavement markings are listed in Appendix B.

MATERIAL REQUIREMENTS

The marking material shall consist of a binder and retroreflective beads. Plural component epoxies are also allowed. The marking material shall have less than 150 g/l of volatile organic compounds (VOCs). The material shall be free of lead, chrome and other heavy metals as defined by the Environmental Protection Agency. Upon heating to application temperature, the material shall not exude fumes that are toxic or injurious to persons or property.

The brand names along with binders shall be pre-approved and listed within MAPLE. Preapproval shall be based on data taken from National Transportation Product Evaluation Program (NTPEP) test decks. The preferred test decks shall be located in states that receive a minimum yearly average of 30 inches of snow. Deck locations that are preferred include Minnesota, Pennsylvania and Wisconsin. If data from these decks are not available submit products to current NTPEP test deck for evaluation.

Markings shall meet the following minimum requirements. Values shall be averaged from the AC and PCC test decks.

  1. After 2 years of exposure on the test deck, the markings shall have a minimum retroreflectivity of 250 mcd/sq. ft./ft.-cdl. for white and 165 mcd/sq. ft./ft.-cdl. for yellow. Measurements shall be made with retroreflectometer using 30-meter geometry. The retroreflectivity shall be measured on a test deck on an area outside of the wheel path.

  1. After 2 years of exposure on the test deck, the white markings shall have a minimum daylight reflectance of 48.0 and the yellow markings shall have chromaticity coordinates that fall in the following color box:

                                                   x                      y

            Minimum                     0.462               0.428

            Maximum                    0.501               0.455

The initial color Chromaticity limits shall comply to ASTM D 6628 for each respective color. The color shall be measured with a standard C illuminant using a two-degree observer and 45/0 geometry or as currently stated in ASTM D 6628.

See the NTPEP workplan for information on what and how tests will be performed.

In addition to meeting the NTPEP test deck requirements, new classes of pavement marking materials shall demonstrate the ability to successfully survive winter snowplow operations on Iowa highways.

  1. Rapid set Multi component pavement markings have ASTM D 711 dry times of nominal 7 minutes or less with glass beads and are listed in Appendix B. The Yellowness Index (Y1) of White multi-component liquid marking material shall not exceed 8.0 per ASTM E313/AASHT0 T250 Section 8 upon initial measurement. Additional Daylight Directional Reflectance (Y) Requirements (Pursuant to ASTM D 6628 (2° Obs., D65 Ill.)):

Color Measurements prior/post to QUV/condensate procedure as per AASHTO T250, sections 18.2.7 thru 18.2.9 (whilst substituting the term ‘Multi-Component liquid material’ for the reference to ‘Thermoplastics’ in all referenced sections) shall exhibit the following:

White: Min pre-weathering Y=83; Min Post weathering Y=75 and Y1 Max 25.

Yellow: Min pre/post weathering Y=50.

The Manufacturer will submit Technical data sheets to the Departments Construction and Materials Bureau for review along with the NTPEP test data for any new products seeking to be placed into MAPLE. Conformance to minimum requirements above is required for placement into MAPLE.

PACKAGING & MARKING

The marking materials shall be shipped in containers that protect the material from spoiling or becoming unfit for use. The containers shall be plainly marked with the following:

·         Manufacturer’s name

·         Product name or number

·         Lot or batch number

·         Color

·         Net weight or volume of material

·         Date of manufacture

·         Date of expiration

APPLICATION

The Contractor shall supply the Engineer with a copy of the manufacturer’s recommendations for applying the marking material. The marking material shall be installed according to the manufacturer’s recommendations. Binder thickness shall be the same as applied on the NTPEP deck with a tolerance of ±10%. The bead / element application rate, bead gradation, and bead coating shall be at the discretion of the applicable specification and / or Manufacturer recommendation for the product being utilized. An appropriate bead package shall be used to consistently meet or exceed the minimum retro-reflectivity requirements. Beads / elements will meet IM 484 requirements and be from an approved bead / element manufacturer.

The contractor shall demonstrate to the engineer at the start of the project the ability to meet the initial retro-reflectivity requirements shown in Section 2527.02 D. 2.c of the standard specifications.

Do not utilize expired paint without written permission from the manufacturer. Written permission shall be provided to the engineer prior to usage.

SAMPLING & ACCEPTANCE

The material manufacturer shall furnish a certification that the material supplied is identical in formulation to one of the pre-approved materials listed within MAPLE. The manufacturer shall reference the product according to the NTPEP lab number. The Product name within NTPEP will match the approved product name in MAPLE. It is the manufacturers responsibility to inform the department of product name changes or material changes to any of the products within MAPLE. Product changes will require re-submittal to NTPEP for review and testing as per the NTPEP workplan.

The Engineer maintains the right to take field samples to verify material identity.
