Section 2212. Base Repair.

2212.01 DESCRIPTION.
This work consists of cleaning and repairing pavement in preparation for resurfacing with HMA.

2212.02 MATERIALS.
The materials used in construction of the various types of base repair of the type specified, shall meet the following requirements:

A. Hot Mix Asphalt.

1. Surface Patches.
The materials shall comply with that specified in Article 2530.03, A, except for Interstate surface patches the mixture size shall be 1/2 inch or 3/4 inch (12.5 mm or 19 mm).

2. Partial Depth Repair Patches.
The material shall comply with that specified in Article 2530.03, A, except for Interstate partial depth repair patches the mixture size shall be 1/2 inch or 3/4 inch (12.5 mm or 19 mm).

3. Full Depth Repair Patches.
The materials shall comply with that specified in Article 2529.02.

B. Portland Cement Concrete.

1. Partial Depth Repair Patches.
The materials shall comply with that specified in Article 2530.03.

2. Full Depth Repair Patches.
The materials shall comply with that specified in Article 2529.02.

2212.03 EQUIPMENT.
The equipment shall meet requirements of Section 2001 and the following:

A. Bituminous Distributor.
Article 2001.12 shall apply.

B. Portland Cement Concrete Equipment.
Section 2301 shall apply.

C. Mechanical Tampers.
Article 2001.04 shall apply.

D. Sand Spreader.
Article 2001.13, C, shall apply.

E. Weighing Equipment.
Article 2001.07 shall apply.

F. Equipment for Heating Bituminous Materials.
Article 2001.11 shall apply.

G. Field Laboratory.
Section 2520 shall apply.

2212.04 PREPARATION AND REPAIR OF BASE.
Before any HMA surface patch, base, leveling, strengthening, wedge, intermediate, or surface course is placed, the old pavement surface shall be cleaned and repaired in the following manner:

A. Cleaning and Preparation of Base.
Spalling and scaling material, old patch and joint material, debris, and all other loose material that can be removed by hand tools, such as picks or air blast, shall be removed, as directed by the Engineer. Mechanical hammers shall be used when required by the Engineer. On both concrete and bituminous surfaces, all existing bituminous patch materials that are unstable to the degree that they have distorted under traffic or contain fractures or spalled particles shall be removed. Bituminous seal coats, or other bituminous layers that may not be as well cured or may be flushed at the surface, but that lack sufficient thickness to cause instability to themselves or the new resurfacing, may be allowed to remain in place. Cracks with a width that exceeds 3/4 inch (20 mm) shall be cleaned to a depth of at least 1 inch (25 mm), and to a depth up to 3 inches (80 mm) if the material is readily removable. At the time the resurfacing is spread, the entire base shall be made free of foreign material by scrapers, air hoses, or brooming, as necessary.

All material removed from the pavement shall remain the property of the Contractor and be removed in accordance with Article 1104.08. The Contractor shall remove, by blading, such portions of the earth shoulder that would interfere with placement of base, intermediate, or surface courses.

The Contractor may be required to mow grass on the shoulder, or otherwise prepare that surface, when a guide string line reference is to be positioned on the adjacent shoulder.

B. Base Repair.
Repairing pavement for base repair shall consist of the following:

1. Surface Patches.
2. Partial Depth Repair Patches.
3. Full Depth Repair Patches.

The Engineer will identify the areas to be repaired.

On two-way roadways, pavement shall not be disturbed for full depth or partial depth repair patches or surface patches unless the patch can be completed before the end of the working day.

When specified in the contract documents, full depth or partial depth repair patches may be PCC, HMA, or a combination; however, the Engineer may require HMA patches where sight distance is restricted.

For HMA repair patches, the final surface of the patch shall be level with, or not more than approximately 1/4 inch (5 mm) above the surrounding pavement.

For PCC full depth and partial depth repair patches, the concrete shall be finished level with, or not more than approximately 1/4 inch (5 mm) above the existing surface for repair of PCC pavements that are to be resurfaced. For composite patches, the surface of the repair patch shall be finished at approximately the level of the old PCC surface. The patch shall then be finished to the surface of the surrounding pavement with HMA at the direction of the Engineer.

PCC full depth and partial depth repair patches shall be cured as specified in Article 2529.09.

Curing compound will not be allowed on repair patches.

If sawed joints are required in repair patches, the curing protection may be removed from each patch immediately prior to sawing and must be replaced immediately after sawing joints in that patch. Joints shall not be sealed on repair patches.

PCC repair patches shall be cured a minimum of 5 hours, or as directed by the Engineer, prior to resurfacing with HMA. Prior to covering the patch with HMA, the patch area and edges shall be tacked.

1. Full Depth Repair Patches.
Full depth repair patches shall be constructed in accordance with Section 2529 with the following exceptions:

If the thickness of full depth repair patches is not shown in the contract documents, the thickness shall be based on the existing pavement type and shall not be less than 6 inches (150 mm) for County Roads, 9 inches (230 mm) for Primary Roads and 12 inches (300 mm) for Interstate Roads. Maximum thickness shall be in accordance with the following:

a. Portland Cement Concrete Repair Patch
Rigid Pavement: Pavement thickness but not more than 12 inches (300 mm).

Rigid Pavement resurfaced with HMA (composite patch): Rigid pavement thickness and the patch shall be covered with HMA surface.

Flexible Pavement: Same as above for resurfaced rigid pavement.

b. Hot Mix Asphalt Repair Patch
Rigid Pavement: Pavement thickness but not more than 12 inches (300 mm).

Rigid Pavement resurfaced with HMA: Thickness of pavement, including resurfacing but not more than 12 inches (300 mm).

Flexible Pavement: Thickness of surface and base course but not more than 12 inches (300 mm).

For PCC patches when dowel bars are not required at the transverse edges of the patch, the transverse edge of the existing pavement shall be made reasonably vertical with a roughened face. The severance may be made at the patch edge using a wheel saw. A blade saw shall not be used for a full depth severance at the patch edge.

A 10 inch (250 mm) severance will be considered full depth if the adjacent pavement exceeds that thickness. All work shall be done in a manner to not damage concrete that is to remain. Heavy equipment shall not be used adjacent to new concrete until the curing is completed. Material not designated for salvage shall be removed in accordance with Article 1104.08 and become property of the Contractor.

2. Surface Patches.
In areas where spalled concrete or old patching material is removed in accordance with Article 2212.04, A, for a depth greater than 1 inch (25 mm) but less than the total thickness of the old pavement, the depressions shall be cleaned, given a tack coat, and filled with hot HMA. This mixture shall be deposited in layers which, after compaction, will not exceed 3 inches (80 mm) in thickness. Each layer shall be thoroughly compacted, while hot, by rolling with an adequately weighted pneumatic tire or by tamping with a mechanical tamper, until it has attained a density satisfactory to the Engineer. Succeeding layers may be placed as soon as the preceding layer has been properly compacted. The final compacted surface shall be level with, or not in excess of approximately 1/4 inch (5 mm) above, the surrounding surface.

3. Partial Depth Repair Patches.
Partial depth repair patches shall be constructed in accordance with Section 2530 with the following exception:

The patch edges need not be sawed with a blade saw.

2212.05 LIMITATION OF OPERATIONS.
The work shall be conducted on only one lane at a time unless the road is closed.

Unless the road is closed, traffic shall be permitted to use the pavement during construction operations. All operations shall be conducted to provide a minimum of inconvenience to traffic.

The work schedule shall be adjusted so that all the excavating, backfilling, compacting, and finishing of each patch will be completed in 1 day for two lane roads. For roads with multiple lanes in each direction, the work area may include one lane in each direction or as allowed by the traffic control details. If unforeseen conditions should result in excavated sections being left overnight, a sufficient number of flaggers shall be assigned to warn and direct traffic, from the time construction operations have stopped until they have resumed again. No extra payment will be made for the necessary flaggers.

Articles 1107.08, 1107.09, and 1108.03 shall also apply.

2212.06 METHOD OF MEASUREMENT.
The Engineer will measure the quantities of the various items involved in base repair in accordance with the following provisions:

A. Cleaning and Preparation of Base.
For the length of pavement cleaned and prepared in accordance with the contract documents, the length shown in the contract documents will be considered the length of cleaning and preparation of base.

B. Full Depth Repair Patches.
Patches involving full depth removal of old pavement and its replacement with PCC or HMA will be computed in square yards (square meters) from measurements of the areas of concrete removed and replaced, except that each patch which is less than 2 square yards (2 m2) in area will be counted as 2 square yards (2 m2).

C. Partial Depth Repair Patches.
The area will be computed in square yards (square meters) from measurements of the patch areas.

D. Patches by Count.
In addition to the measurement described in Paragraphs B, the Engineer will count the total number of patches placed full depth. Patches in each traffic lane will be individually counted.

E. Surface Patches.
Surface patches will be measured in tons (megagrams) as provided in Article 2303.05, A.

F. Primer or Tack Coat Bitumen.
Primer or tack coat bitumen used for repair patches will not be measured for payment.

G. Hot Mix Asphalt (Composite Section).
The HMA for composite patches will be measured in accordance with Article 2529.13, C.

H. CD and CT Joints.

CD and CT Joints will be measured in accordance with Article 2529.13, B.

I. Hot Mix Asphalt Mixture
In addition to the measurement described in Paragraph C, the Engineer will measure the weight (mass) of HMA placed in partial depth patches in accordance with Article 2303.05. If the patch area is increased to accommodate milling equipment, only the quantities for the area designated by the Engineer will be measured for payment. Asphalt binder and tack coat will not be measured separately for payment.

2212.07 BASIS OF PAYMENT.
For construction of the various items involved in the base repair, measured as specified above, the Contractor will be paid as follows:

A. Cleaning and Preparation of Base.
For the length of pavement cleaned and prepared, in accordance with the contract documents, the length shown in the contract documents, in miles (kilometers), the Contractor will be paid the contract unit price per mile (kilometer).

B. Full Depth Repair Patches.
For the number of square yards (square meters) of full depth repair patches placed, either PCC or HMA, the Contractor will be paid the contract unit price per square yard (square meter). This payment shall be full compensation for removal of the old pavement, restoring the subgrade or subbase, furnishing and installation of tie bars, restoring longitudinal reinforcement for continuously reinforced patches, furnishing and placing the patching material, including the asphalt binder, tack coat, curing, joint sealing, and backfilling the disturbed area.

Payment for overdepth patches will be made in accordance with Article 2529.14, A, 2.

C. Partial Depth Repair Patches.
For the number of square yards (square meters) of partial depth repair patches placed, the Contractor will be paid the contract unit price per square yard (square meters). This payment shall be full compensation for removal of old pavement in accordance with Article 1104.08 and for all materials and other items involved in construction of these patches.

D. Patches by Count.
In addition to payment described in Paragraph B, for the number of individual full depth patches placed, the Contractor will be paid the contract unit price for each. This payment shall be full compensation for sawing or cutting necessary, for furnishing and installation of dowel bars at patch edges, and for traffic control associated with that patch.

E. Surface Patches.
For the number of tons (megagrams) of surface patch measured for payment, the Contractor will be paid the contract unit price per ton (megagram). This payment shall include compensation for asphalt binder in the mixture. Tack coat shall be incidental to Surface Patches.

F. Hot Mix Asphalt (Composite Section).
The HMA for composite patches will be paid for in accordance with Article 2529.14, C.

G. CD and CT Joints.

CD and CT Joints will be paid for in accordance with Article 2529.14, B.

H. Hot Mix Asphalt Mixture.
In addition to the payment described in Paragraph C, HMA for partial depth repair patches will be paid for an accordance with Article 2530.09, B, 3.
