IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP)

The ICAAP funding is awarded on a statewide competitive application basis. The federal funds are awarded to those projects with the highest potential for reducing transportation-related congestion and air pollution. Emission reduction calculation and total effectiveness calculation are required in applications. Project applications may be submitted by cities, counties, public transit agencies, and state and federal agencies. Rail related projects that meet the other criteria for this program are eligible. Private nonprofit organizations and individuals who want to apply for funding must have a public agency as a co-sponsor.

The Iowa Transportation Commission has final project selection authority. Under Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), Iowa DOT earmarked and administers $4.7 million of Congestion Mitannually for ICAAP.

This program is administered by the Iowa DOT's Office of Systems Planning.
