Highway Safety Improvement Program (HSIP) - Secondary Program

Since passage of the Moving Ahead for Progress in the 21st Century (MAP-21) transportation bill, the Iowa Department of Transportation (DOT) receives more federal safety funding than in the past, but there is a key change to the Highway Safety Improvement Program (HSIP). The High Risk Rural Roads Program, which was an HSIP set-aside under the previous transportation bill, no longer exists.

The Iowa DOT has collaborated with the Iowa County Engineers Association to continue a safety program for the county road system under a new name, HSIP-Secondary. The HSIP-Secondary Program utilizes a $2 million set-aside from the HSIP which provides a 90% federal reimbursement for safety projects on the county road system, with a 10% match required. However, the state’s Transportation Safety Improvement Program (TSIP) is providing the matching funds, which results in a net zero funding requirement for the county.

This program promotes a greater number of safety projects on the county road system by focusing on low cost, systemic improvements. The key focus of the program is to reduce lane departure crashes by funding projects in the $10,000 per mile cost range. The systemic approach installs countermeasures along an entire corridor, in lieu of treating only a problem location. For example, a project could be developed to address curve crash issues on roadways of a certain classification or type. Systemic projects could include many miles across a county, and even include neighboring counties or multiple counties.

Counties interested in participating may submit the above application. Applications are accepted year-round, and will be considered on a first-come, first-served basis. The HSIP-Secondary Committee will consult with the counties to discuss potential projects. Project development activities must comply with all federal requirements, and construction plans must be let by the Iowa DOT.
