ZEV Investment Commitment

VW Requirements

Volkswagen is required to spend $2 billion in zero-emission vehicle (ZEV) investments over a 10-year period. California will receive $800 million and the remaining $1.2 billion will be part of a national plan. These investments should support ZEV infrastructure, access to ZEVs, and ZEV education.

A few examples of what Volkswagen may invest in at the national level include: (1) level 2 charging at multiunit dwellings, workplaces, and public sites in metro areas with strong electric vehicle markets; (2) publicly available direct current fast-charging stations along corridors to enable long-distance travel; and (3) brand-neutral education or public outreach that increases awareness of ZEVs.

State of Iowa Proposal

On Dec. 9, 2016, ElectrifyAmerica.com was launched by Volkswagen and they began to accept proposals for information to help them create their investment plans over the next 10 years. The submission of recommendations for the first 30-month cycle ended Jan. 16, 2017. The Iowa Economic Development Authority submitted a proposal on behalf of the State of Iowa. The initial national ZEV Investment Plan, dated April 9, 2017, was approved by the Environmental Protection Agency.


The period for submitting formal comments for Electrify America's second cycle of ZEV investments (July 2019 - December 2021) was open from January 15 to March 1, 2018. Comments were restricted to an online survey and no formal document was submitted.
