IOWA'S ELECTRIC VEHICLE INFRASTRUCTURE DEPLOYMENT

The vehicles sharing Iowa’s roadways are increasingly more diverse in the way they are powered. With travelers embracing electric vehicles on a larger scale, we need your input on how best to support these electric vehicles.

POWERED BY PURPOSE

As part of the 2021 Infrastructure Investment and Jobs Act, funds were authorized to support the continued development of electric vehicle plans. As a result, Iowa developed an Electric Vehicle Deployment Plan, pa6rt of a broader effort to create a national electric vehicle charging network along major transportation corridors.

The Plan was submitted to the federal Joint Office of Energy and Transportation for review and was approved in September 2022. Many details remain to be worked out regarding program implementation and administration; a grant application is anticipated to go live in spring 2023. Updates will be posted to this webpage. We also encourage you to sign up for plan emails to receive information on future plan deployment updates and timelines.

The Iowa DOT is joining other statewide partners in implementing the EV Plan.

INDUSTRY SURVEY

To better understand the needs and challenges our stakeholders will face in deploying EV charging infrastructure across the state, Iowa DOT and our partners have developed an industry survey. Please take the online survey and give us your feedback and recommendations for the deployment of electric vehicle charging stations along interstate corridors in Iowa. For questions or clarification, please email iowa.evplan@iowadot.us. We value your input and will take it into consideration as plan implementation continues to develop.




Implementation Timeline

  • Late Winter 2023 – Estimated timeframe for announcing availability for funding for the first round.
  • Spring 2023 – Stakeholder engagement opportunities for grant program development
  • Spring 2023 – Grant application period opens.
  • Summer 2023 – Grant awards announced.



Why are we investing in electric vehicle infrastructure?

Electric vehicles are continuing to grow in popularity in the U.S. - sales of electric vehicles in the country jumped to a record high of more than 200,000 vehicles in the first quarter of 2022. Automakers are building more options and customers are fueling the demand for low- and no-emission vehicles. Electric vehicles are also growing within Iowa. As of April 2022, more than 9,400 electric vehicles and hybrid vehicles were registered within the state.

And, as major corridors cross the state, it’s crucial for Iowa to have sufficient charging infrastructure to meet demand from both short- and long-range travelers. This will help our state remain competitive, reduce potential future emissions, and could help spur economic growth.

Iowa is a proud and nationally recognized leader in renewable energy and biodiesel and ethanol production. Our state has made a significant investment in renewable fuel infrastructure. State leaders, local communities, private companies, and utilities are making solid progress in adding electric vehicle infrastructure to our diverse fuel mix.

Iowa will remain unwavering in our support for varied fuel resources and associated infrastructure, including ethanol, biodiesel, renewable natural gas, and electric.

IOWA’S ELECTRIC VEHICLE INFRASTRUCTURE DEPLOYMENT PLAN

Iowa’s Electric Vehicle Infrastructure Deployment PlanIowa’s Electric Vehicle Infrastructure Deployment plan was submitted to the federal Joint Office of Energy and Transportation for their review on August 1, 2022. This plan was developed in accordance with the 90-day National Electric Vehicle Infrastructure (NEVI) formula program guidance issued on February 10, 2022.

The plan was approved by the Joint Office on September 27, 2022. Approval of the plan allows the state of Iowa to begin implementing the plan and accessing the federal NEVI formula funding. After approval, there are still many details to work out regarding program implementation and administration so we anticipate it will be later this winter before we are able to officially announce the availability of funding and the process for seeking those funds.
