Basic information on all of the different federal and state funding programs that are available to local public agencies in Iowa.

County Highway Bridge Program (HBP) fund balances

This report shows the current HBP fund balances for each county. The information is updated after each letting. Counties with questions or corrections concerning these figures should contact Niki Stinn in the Local Systems Bureau at 515-239-1064 or email at Niki.Stinn@iowadot.us.

Farm-to-Market Fund

County farm-to-market (FM) fund balances

This report shows each county's current FM fund balance and the statewide total. This information is updated monthly. Counties with questions concerning these figures should contact Niki Stinn in the Local Systems Bureau at 515-239-1064 or email her at Niki.Stinn@iowadot.us.

Farm-to-market Borrowing Restrictions

Iowa Code section 310.27 allows for counties to accumulate up to 3 years worth of FM funds. Counties are also allowed to “borrow ahead” (temporarily allocate) up to 5 years worth of FM funds. Borrowing restrictions are put in place by the Local Systems Bureau, in cooperation with the Iowa County Engineers Association Executive Board and the FM Fund Rules Guidance Committee. The Local Systems Bureau has final authority over the FM Borrowing Restrictions. County farm-to-market quarterly statements

This page shows the FM quarterly statements, the FM expenditures and income by county, and the construction obligation contract balances. This information is updated quarterly. Road Use Tax Payments

Standard Road Use Tax payments for cities and counties and Transfer of Jurisdiction/FM Extension payments can be found on the State Treasurer’s website.

TIME-21 payments

This report shows each city and county's monthly payments of Transportation Investment Moves the Economy in the 21st Century (TIME-21). The monthly payment for TIME-21 is part of the Road Use Tax Fund (RUTF) payment distributed to counties and cities monthly.

 

County payments

Monthly fluctuations in TIME-21 revenue at the end of a fiscal year, and beginning of the next fiscal year, are due to the fact that annual vehicle registration revenue goes entirely to the RUTF until it reaches a cap of $392 million for the fiscal year. Once the RUTF hits $392 million for the year, all remaining annual registration revenue goes to the TIME-21 Fund. In addition, RUTF revenue is distributed with a one-month lag (i.e. it is collected one month and distributed to the DOT, cities and counties the next month) while TIME-21 revenue is distributed on a two-month lag (i.e. it is collected one month and distributed two-months later). The impact of these two issues is illustrated in the following chart.



Highway Safety Improvement Program-Local (HSIP-Local)

This page provides Program information and instructions to counties, which provides federal-aid Swap funds for systemic safety improvements on rural roads.

County bridge priority point rating spreadsheet

This report shows each county's bridges, and the corresponding priority points according to the rating system in I.M. 1.100. The total points for each structure are located in the left-most column of the spreadsheet. The total points are currently not complete. In order to view the correct points for each structure, the county must input the Estimated Project Cost and Detour Length values in their respective columns. Qualifying Bridge List (QBL) – Counties Only

This spreadsheet shows the structures that qualify for Highway Bridge Program funding as detailed in I.M. 1.100.  To assemble this listing, the DOT extracts information from SIIMS at the end of each calendar year.  The data is then passed to FHWA.  FHWA reviews the data and returns a finalized list to the DOT in approximately June of each year.  Local Systems then uses the approved list in October of each year to calculate the new HBP funding allocation factors.  Therefore, counties can expect that the data contained in this sheet may be a year old or more depending on when the last inspection was done on a structure and entered into SIIMS.  Counties with questions concerning this listing should contact Niki Stinn in the Local Systems Bureau via phone at 515-239-1064 or via email at niki.stinn@iowadot.us.
