State Planning and Research Program
To help states offset the costs associated with conducting transportation research and implementing and sharing the results, the federal government provides 80% of the funding for a qualified project through the State Planning & Research (SPR) program.
SPR funds can also be used to participate in the Transportation Pooled Fund program, where two or more state DOTs combine resources to accomplish a shared goal.
OVERSIGHT
SPR funds are managed by Iowa’s SPR Research and Pooled Fund Programs Manager.
RESEARCH IDEAS AND PROPOSALS
SPR funds are best suited to projects with statewide appeal, including research, innovation, implementation, and technology transfer efforts. If you have an idea that may merit evaluation, please visit our Submit Ideas page.
