The Iowa DOT prioritizes revenue transit vehicle replacement and rehabilitation/remanufactured projects based upon PTMS Vehicle Score, which is calculated using the age and mileage of existing revenue transit vehicles compared to the PTMS useful life standards for the specific vehicle type.
Formulas
- Accumulated mileage minus PTMS Mileage Threshold divided by 3,500 equals mileage score
- Actual months owned minus PTMS Age Threshold (Months) equals age score
- Mileage score plus age score equals PTMS Vehicle Score.

Counting Only Open-to-the-Public Services for STA Formula
The Office of Public Transit only uses statistics from open-to-the-public services to calculate state transit assistance allocations.
Delinquent Year-End Reports
Monthly State Transit Assistance (STA) formula payments will be withheld and/or contracts not executed for any system delinquent in submitting required reports. After reports are current, STA payments are released.

MIS reporting guidance and user IDs/passwords for reporting each calendar year testing will be available in January the following year.
Small urban and regional transit systems, contractors providing public passenger transportation service on your behalf, and intercity bus carriers receiving Section 5311(f) funding through the state of Iowa - MIS reports covering each calendar year are required to be submitted electronically by February 15 the following year. Please notify Travis Estep via email when you have completed and executed your electronic report.
Direct recipients of FTA funds, such as large urban transit systems, are required to submit their electronic reports directly to the Volpe Center by March 15. If you would like the Iowa DOT to review your report prior to final submission, please let Travis Estep know via email.
