Before taking the Hazardous Materials Endorsement (HME) knowledge test, first-time applicants must complete Entry-Level Driver Training (ELDT).
The knowledge test is taken at the DMV and is required for every HME renewal. Additionally, you need to undergo a fingerprint-based background check by the TSA every five years to ensure security. The endorsement can't be issued or renewed until both the test and background check are done.
You will also need to show extra identification, like a U.S. passport or birth certificate, to prove citizenship or permanent residency when getting your endorsement.

How to Get a Hazardous Materials Endorsement
If this is the first time you are getting the endorsement, you must complete ELDT before taking the knowledge test. Schedule an appointment to appear at your local DMV office to take the knowledge test at any time during the process.
Complete the HME threat assessment program application online or by calling the HazPrint help desk and pay the $85.25 application fee. *Fee can only be paid online, to the HazPrint operator over the phone, or by obtaining a money order to take with you to the fingerprinting site.
Get fingerprints taken.
Wait for results letter in the mail that you will take with you to the DMV.
How to Complete the Finger-print Based Background Check
Step 1: Complete Application
In Iowa, if you want a Hazardous Materials Endorsement (HME), you need to fill out an application online or call the HazPrint help desk at 855-347-8371 before you can get fingerprinted.
The HazPrint help desk can answer any questions and make sure the form is done correctly. The application process includes a fee of $85.25. The payment and application must be completed before going to the fingerprint place. You can’t fill out the application at the fingerprinting place.
Step 2: Get Fingerprints Taken
You can get your fingerprints taken at over 100 places in the U.S., both fixed locations and mobile ones.
You need to bring two forms of ID. After your fingerprints are taken, you will also review and sign your application. The fingerprint site only collects your fingerprints and sends them in. They won’t have more information about the program or your application status.
Step 3: TSA Reviews Your Application
The TSA will look at your information to make sure you're safe to get the endorsement. TSA will send the results to the DMV, and you’ll get a letter.
If you don’t get the letter after six weeks, call the HazPrint help desk at 855-347-8371 to check on your application.
Step 4: Bring the Letter to the DMV
Once you receive the letter, schedule an appointment at a time that is convenient for you and bring the letter to the DMV to show you’re approved.
A driver who hauls ONLY liquid fertilizers and solid fertilizers in limited quantities for farm-related service industries may be eligible for a restricted CDL.
