ARTS Vehicle Mailing Fee

Iowa DOT Policy Memo 23-09 (Nov. 29, 2023) explained the increase in the mailing fee from $3 to $5 for mailing license plates under Iowa Code 321.105. This change was effective for January 2024 registration renewals and vehicles purchased on or after January 1, 2024. Please see PM 23-09 for additional information.

December 2023 Announcements

UPDATED VERSION OF TITLE STOCK

Overview

MVD worked with partners to add purchase price to the vehicle title certificate on the assignment area of the title. The added information, including purchase price, fulfills the Department of Revenue requirement for a bill of sale to establish purchase price and subsequent fee for new registration on person-to-person sales. What You Need to Know:

  • The first version of this new title, including bill of sale, started circulating to counties in September 2023 and should be depleted in the first half of 2024.
  • A newer version of title certification stock will be in circulation starting in early 2024, which includes minor aesthetic and user-friendly improvements.
  • The distribution process for title stock will not change.
  • When receiving new title stock, counties are to use all old title stock before issuing the new titles. Do not destroy any old titles.

November 2023 Announcements

V2025 Vehicle Registration Decals

Overview

County Treasurer Offices will start receiving their initial supply of 2025 vehicle registration decals this week, with all shipments to be received prior to December 1, 2023. The color of the decal for 2025 is green.

What You Need to Know:

  • The quantity of your initial order will provide for serving your customers without a need to order additional decals right away.
  • Your order is being put into ARTS so that you only need to receive it into inventory once it is delivered.
  • The trays on the registration printers will not switch to the new decals until December 1st. An email will be sent once we get closer to that date with instructions.
  • If you still have 2023 white decals, you can destroy them at the time of your choosing. You may keep the paper for use, but the decal must be disposed of in a manner which makes it unusable. Please let Rhonda know the quantity destroyed.

All Systems Overweight Permits

Effective January 1, 2023
SF 2376 establishes new Iowa Code section 321E.8(1A). This code section will allow a motor carrier to request, and us to issue, an annual all-systems permit for overweight divisible and indivisible loads. The loads must have a total gross weight that does not exceed the gross weight authorized under section 321.463 by more than twelve percent. The loads must not exceed the dimensions specified in Iowa Code sections 321.454 through 321.457.
