Temporary Restricted License (TRL)
If you're at least 18 years old and living in Iowa and your Iowa driving privileges have been revoked, suspended, or barred, you might qualify for a TRL also know as a work permit. This license allows you to drive under certain conditions and at specific times.
For situations other than OWI, you can apply for a TRL to drive for these reasons:
- Work (employment)

Continuing health care (for yourself or a dependent)

Child care when necessary for employment

Continuing education

Treatment for substance use disorders

Court-ordered community service

Appointments with a probation or parole officer
If your driving privileges were revoked due to a first offense OWI, a TRL can be issued that allows you to operate a motor vehicle in any manner as long as you have an approved ignition interlock device on all vehicles you drive. If it is a second or subsequent OWI offense, you must install an ignition interlock device on all vehicles you own or operate as part of your TRL.
How do I apply for a TRL?
For an OWI Offense
The following must be completed before a TRL can be issued:
If you meet all requirements, you will be sent a notice that your application has been approved. You must then take the notice to a DMV location and:
- Pass all required exams.
- Pay a $20 reinstatement fee and the license fee.
For a non-OWI Offense
