Temporary Restricted License (TRL)

If you're at least 18 years old and living in Iowa and your Iowa driving privileges have been revoked, suspended, or barred, you might qualify for a TRL also know as a work permit. This license allows you to drive under certain conditions and at specific times.

For situations other than OWI, you can apply for a TRL to drive for these reasons:

Work (employment)
Continuing health care (for yourself or a dependent)
Child care when necessary for employment
Continuing education
Treatment for substance use disorders
Court-ordered community service
Appointments with a probation or parole officer

If your driving privileges were revoked due to a first offense OWI, a TRL can be issued that allows you to operate a motor vehicle in any manner as long as you have an approved ignition interlock device on all vehicles you drive. If it is a second or subsequent OWI offense, you must install an ignition interlock device on all vehicles you own or operate as part of your TRL.

How do I apply for a TRL?

For an OWI Offense

The following must be completed before a TRL can be issued:

Complete Form 430400, Request for Temporary Restricted License – OWI Revocation.
File proof of financial responsibility (SR-22)
Pay any civil penalties - you can pay online or at a DMV location.
Install an approved ignition interlock device.
- If it is your first OWI offense, you will need one installed on all vehicles you drive if you want a TRL.
- If you have had two or more OWI offenses, you will need to have an ignition interlock device installed on all vehicles you own and/or drive for one year after your driving privileges are reinstated.

If you meet all requirements, you will be sent a notice that your application has been approved. You must then take the notice to a DMV location and:

Pass all required exams.
Pay a $20 reinstatement fee and the license fee.

For a non-OWI Offense

The following must be completed before a TRL can be issued:

Complete Form 430100, Application for Temporary Restricted License.
If you need the TRL for something other than employment, you will need to provide additional information. See page 2 of the TRL application form. You will need to provide this information with your application.
File proof of financial responsibility (SR-22).
Pay any civil penalties - you can pay online or at a DMV location.

If you meet all requirements, you will be sent a notice that your application has been approved. You must then take the notice to a DMV location and:

Pass all required exams.
Pay a $20 reinstatement fee and the license fee.
