If you're at least 18 years old and living in Iowa and your Iowa driving privileges have been revoked, suspended, or barred, you might qualify for a TRL, also known as a work permit. This license allows you to drive under certain conditions and at specific times.

For situations other than OWI, you can apply for a TRL to drive for these reasons:

  • Work (employment)
  • Continuing health care (for yourself or a dependent)
  • Child care when necessary for employment
  • Continuing education
  • Treatment for substance use disorders
  • Court-ordered community service
  • Appointments with a probation or parole officer

If your driving privileges were revoked due to a first offense OWI, a TRL can be issued that allows you to operate a motor vehicle in any manner as long as you have an approved ignition interlock device on all vehicles you drive. 

If it is a second or subsequent OWI offense, you must install an ignition interlock device on all vehicles you operate as part of your TRL.

How to Apply for a TRL

For an OWI Offense

The following must be completed before a TRL can be issued:

  • Pay a $20 reinstatement fee and the license fee.

For a Non-OWI Offense
