ICAIF Round 1
The Iowa Commercial Aviation Infrastructure Fund (ICAIF) being administered by the Iowa DOT is made possible with allocations through Federal American Rescue Plan State Fiscal Recovery Funds. A total of $100M is being offered through reimbursable grants to the eight public-owned commercial service airports in Iowa as identified in the 2020 Iowa Aviation System Plan. This programming provides vital funding for vertical infrastructure projects necessary to support and grow Iowaβs economy.
Commercial airports may apply for funding based on formula, with 10% split evenly between the eight commercial service airports in Iowa, and the additional amount allocated based on 2019 passenger enplanements. There is no local match requirement, but local funds are encouraged to leverage projects. If any airports choose not to apply, its allocated total will be redistributed to the other airports using the same program allocation formula.
Commercial airports are critical to the movement of people and goods and support major employers, economic development and quality of life for Iowa citizens.

ICAIF Round 2

The Iowa Commercial Aviation Infrastructure Fund - Round 2 (ICAIF 2) is being administered by the Iowa DOT. A funding opportunity is being offered with a $10M reimbursable grant for a commercial airport terminal development project at an airport with more than 1M passenger enplanements annually, as demonstrated by CY 2023 enplanement data.
The project must also expand the number of gates to support increased levels of air service. The airport must be a public-owned commercial service airport as identified in the 2020 Iowa Aviation System Plan.
