Purpose
The Carbon Reduction Program (CRP) was authorized by the Infrastructure Investment and Jobs Act that was enacted in November of 2021. This program is codified in 23 U.S.C. 175, and it provides funding for projects designed to reduce emissions of carbon dioxide from on-road highway sources.
Funding Levels
A portion of each State’s CRP apportionment must be obligated within specific areas, including metropolitan areas, in proportion to their relative shares of the State’s population. Iowa DOT allocates a portion of funding to each Metropolitan Planning Organization (MPO) for project selections in the state’s urban areas. Allocations to each MPO are included with programming targets distributed annually by the Iowa DOT Program Management Bureau.
What types of projects are eligible?
While this program allows for a broad range of eligible projects at the Federal level, the Iowa DOT limits eligible uses of these funds to ensure all Federal-aid funding is utilized in an efficient manner. In order to maximize the efficiency of this program, CRP funding will be limited to eligibilities and administration requirements of the following programs, while also ensuring a reduction in carbon:
- Surface Transportation Block Grant (STBG) Program
- Transit projects that would otherwise be utilized with STBG funding can be funded with CRP funds.
- Iowa’ Clean Air Attainment Program (ICAAP)
- This includes bus replacements that are eligible under the Congestion Mitigation and Air Quality (CMAQ) Improvement Program.
- Transportation Alternatives Program (TAP)
- Note that CRP funding will not be allowed for electric vehicle micro-mobility (scooters, e-bikes, etc.)
