The Iowa DOT, in coordination with the City of Sioux City and the FHWA, is planning a multiyear reconstruction project to improve Gordon Drive, Lewis Boulevard, Cunningham Drive, and the Bacon Creek Conduit.
Project Overview
The Gordon Drive Viaduct and Bacon Creek Conduit project in Sioux City aims to improve safety and mobility for everyone traveling along Gordon Drive—from Virginia Street to Rustin Street—including drivers, pedestrians, and bicyclists. The project will address structural issues with the existing viaduct and conduit.
Key concerns include:
- Aging infrastructure with structural deficiencies.
- Roadway design that does not meet current standards.
- Inadequate lane widths and cross sections.
By reconstructing these key corridors, the Iowa DOT will enhance traffic flow, reduce safety risks, and support long-term transportation needs in the area.
Project Location
Gordon Drive Viaduct Improvements
- Gordon Drive will be rebuilt from Virginia Street to Fairmount Street.
- Lewis Boulevard will be reconstructed from south of Leech Avenue to 3rd Street.
- Cunningham Drive will be rebuilt from Leech Avenue to connect with Gordon Drive.
- Several intersections along these roads will also be improved to support better traffic flow and safety.
Bacon Creek Conduit Replacement
- The Bacon Creek Conduit will be replaced and relocated from Lewis Boulevard to Rustin Street.
Before Construction Begins
- Spring 2025: Early field studies were done, including archeological investigations and soil borings.
Other activities to prepare for this project (such as right of way acquisitions, demolitions and tract clearing, and utility relocations) will also precede reconstruction of Gordon Drive.

Project Schedule
- Construction Start: Reconstruction of the roadway, bridges, and Bacon Creek conduit is expected to begin in late summer 2027.
- Project Duration: This will be a multiyear project.
- Construction Schedule: The construction schedule is dependent on the availability of funds and agency approvals, which could be subject to change.
Traffic Impacts
- Temporary traffic delays, detours, short-term road closures, and long-term lane closures will occur throughout the project.
- The new Gordon Drive will be built south of the existing viaduct.
- The current viaduct is expected to remain open to traffic during construction, depending on future inspections.
