Reconstructing and widening both I-380 northbound and I-380 southbound which is vital to increasing capacity and improving safety along the corridor. Bridges and pavement along the I-380 corridor are over 50 years old, and these improvements will provide an estimated operations and maintenance cost savings of $1.2 million per year over the next 20 years.
The Wright Brothers Blvd. SW interchange in Cedar Rapids is being reconstructed into a diverging diamond interchange (DDI), and the adjacent city street intersections of 6th Street and Earhart Lane are being reconstructed to improve lane continuity and connections with the improved interchange.
The Penn Street interchange in North Liberty is also under reconstruction, and Penn Street improvements will be completed from Herky Street to Heartland Way/Kansas Avenue.
Project Traffic Impacts
Traffic impacts along I-380 northbound and southbound include:
- Overnight lane and ramp closures.
- Penn Street and Wright Brothers Blvd. will also experience overnight lane closures and traffic shifts.
In the south segment of the project, anticipated long-term closures include:
- The north ramps (Penn Street to I-380 northbound and I-380 southbound to Penn Street) are anticipated to be closed in 2025 for up to 3 months per ramp.
- The south ramps ( I-380 northbound to Penn Street and Penn Street to I-380 southbound) are anticipated to be closed in 2026 for up to 3 months per ramp. These ramps are not planned to be closed simultaneously.
In the north segment of the project:
- The I-380 northbound rest area is anticipated to close for approximately two months in the Summer of 2025.
- The U.S. 30 westbound to I-380 southbound loop ramp is anticipated to be closed for up to two weeks in the Fall of 2025 / Spring of 2026.
- The Wright Brothers Blvd. to I-380 southbound ramp is anticipated to be closed for up to two months in Summer of 2026.
