Current letting information

Highway lettings typically take place on the third Tuesday of each month. These lettings include interstate, primary and secondary road work, and maintenance projects.

Prime contractor prequalifications

The Iowa DOT is now requiring online submittal of the Contractor’s Financial-Experience-Equipment Statement (Form 650004). The Form 650004 must be completed and submitted online from a computer, tablet or mobile device. You will be able to upload attachments and submit them with the form. Any other submittal format is not accepted.

To be prequalified to bid as a prime contractor on most work types, a contractor must submit via online a Contractor’s Financial-Experience-Equipment Statement (Form 650004) for review by the Department at least five calendar days prior to the scheduled letting date. Previously approved statements expire 18 calendar months from your financial year-end listed on the statement.

A current version of the Contractor’s Financial-Experience-Equipment Statement can be found by doing a search for Form 650004 in the Iowa DOT forms portal.

Effective with the January 20, 2021 project letting, some changes have been made to the Contractor’s Financial-Experience-Equipment Statement (Form 650004).

  • For a Compiled/Individually Prepared Statement, the maximum prequalification amount has increased from $200,000 to $400,000.
  • For a CPA Reviewed Statement, the maximum prequalification limit for an individual proposal has increased from $1,000,000 to $2,000,000.
  • The Authorization To Loan limit has increased from $500,000 to $1,000,000.

Contracts is the focal point where all pre-letting activities converge so contracting can take place for construction. We are also responsible for two major functions of the Iowa Department of Transportation:

  • Estimating and contract letting.
  • Bid review, monitoring and collusion detection.

I-380 Johnson/Linn Counties From 120th Street north to near US 30 and Wright Brothers Blvd. Interchange Informational and Constructability Meeting

The DOT will host an Informational and Constructability Meeting for the I-380 widening and Wright Brothers Blvd. Interchange project scheduled for the July 2024 letting. The intent of the meeting is to garner input on constructability and proposed construction schedule.

The Design Bureau will host an Informational Meeting for the US 30 Benton County project scheduled for the November 15, 2022 letting. This project will be the first pilot for a highway project with the model as the controlling document. The intent of the meeting is to demonstrate the use of the software that will be used to access the information in the model and cover other features that will be available.

Presentation will be recorded and posted to BidX for this contract under downloads soon after advertisement.

The purpose of the meeting is to go over staging plans and discuss constructability components.

This proposed Diverging Diamond Interchange project is anticipated to include:

  • staged construction to maintain I-80, 1st Avenue, and ramp traffic,
  • grade separated multi-use path (significant MSE walls with expected IFI ground improvement needs, path bridge, path culverts),
  • light-weight fill construction with MSE wall over gas pipes
  • ICN-DOT FO relocation tied to the project letting. C&G (for fiber relocation) and fiber relocation before certain other work may begin.
 

Project is proposed to let in August 2022.

CENTRAL IOWA WATER TRAILS DESIGN REVIEW MEETING

The Des Moines Area Metropolitan Planning Organization, along with its project partners, will host a contractor design review meeting for the first phase of the Central Iowa Water Trails Project in downtown Des Moines. The project includes the construction of a whitewater course downstream of the Scott Avenue dam, modifications to the Scott Avenue dam to enhance safety, water access enhancements, and improvements to park amenities at Scott Avenue, Prospect Park, Birdland Marina, and the Harriet Street boat access.

The design review meeting will be held on Wednesday, May 5, 2021 at 10:30 am. The meeting will be conducted virtually via Microsoft Teams. Any interested parties are invited to attend. The design team will present an overview of each project site, solicit input from contractors, and answer contractor questions. You may attend the virtual meeting through the following link:

Proposal 82-2808-169 is scheduled for a December 15,2020 letting. This contract requires coordination with the Illinois DOT Contract Number 64F78 which is currently advertised by the Illinois DOT for a November 2020 letting. These for information only plans/ not for construction are being posted so those bidding on the Illinois contract will have an idea of the coordinated work.

No questions will be answered on contract 82-2808-169 until it is advertised on November 17, 2020.

Letting Date: 2/2/2021

This project involves the reconstruction of the I-29 interchanges with 9th Avenue and Avenue G and the relocation of the I-480 interchange at 41st Street to 40th Street. NB and SB frontage roads along I-29 between 9th Avenue and Avenue G will be constructed. Access to West Broadway from I-480 will be reconfigured and portions of Dodge Riverside Drive and North 37th Street will be relocated. Also includes retaining walls, intermediate foundation improvements (IFI), barrier and guardrail, storm drainage, and detour pavement associated with maintaining traffic.

The Cargo Preference Act (CPA) applies to equipment materials and commodities obtained using U.S. Government funds. When transported by ocean vessels, at least 50% of such items must be transported on privately owned United States-flag commercial vessels, if available.

The FHWA has determined the Cargo Preference Act (CPA) and the implementing regulations, 46 CFR Part 381, are applicable to the Federal-aid highway program. Therefore, the CPA requirements are effective for the Federal-aid highway program.
