The RISE program was established to promote economic development in Iowa through construction or improvement of roads and streets. Iowa cities and counties are eligible for funding in the form of a grant, loan, or combination thereof. Projects must involve construction or improvement of a public roadway. There are two RISE project types: 1) Immediate Opportunity, and 2) Local Development. More information is available at https://iowadot.gov/transportation-development/local-systems/grant-programs/revitalize-iowas-sound-economy-program-rise

Perry: Up to $4,825,266 from the city share of the RISE Fund was approved for an Immediate Opportunity and Local Development grant to assist in the reconstruction of approximately 2,700 feet of Soumas Avenue as well as turn lanes and a traffic signal at the intersection of Soumas Avenue and Iowa 141, all located on the southeast side of town. This project is necessary to provide improved access to the proposed sites of Swift Pork Company (JBS), a fresh pork producer that processes, prepares, packages and delivers pork products, and ADR Group, a producer of axles and suspensions for agricultural equipment, to support a commitment of the creation of 207 new full-time jobs out of 285 RISE eligible created jobs and $152,373,655 in associated capital investment. This project is anticipated to be completed by October 2026.

Altoona: Up to $5,965,141 from the city share of the RISE Fund was approved for a Local Development grant to assist in the widening of 975 feet of 20th Avenue NW and I-80 ramp return; construction of 1,375 feet of 20th Avenue NW and 2,960 feet of 33rd Street NW; paving of 2,620 feet of 42nd Street, intersection improvements at 20th Avenue NW and 25th Street NW and also 20th Avenue NW and Hubbell Avenue; and a turn lane at 34th Avenue NW and 42nd Street NW located on the northwest side of town (all lengths approximate). This project is necessary to provide improved access to more than 89 acres for industrial purposes. This project is anticipated to be completed by June 2027.

Spencer: Up to $833,125 from the city share of the RISE Fund was approved for a Business Relocation & Job Retention Local Development grant to assist in construction of approximately 865 feet of 4th Avenue West located on the north side of town and 955 feet of 37th Avenue West located on the west side of town. This project is necessary to provide access to 10 lots totaling approximately 52 acres. This project is anticipated to be completed by November 2026.

Woodbury County: Up to $4,796,168 from the county share of the RISE Fund was approved for a Local Development grant to assist in construction of a new interchange on I-29 south of Sioux City. This project is necessary to provide improved access to more than 2,000 acres for industrial purposes. This project is anticipated to be completed by December 2027.
