AMES, Iowa – Sept. 9, 2025 – The Iowa DOT is proposing to replace the bridge along Business Iowa 10, (also called Avenue E) over Dry Creek in Hawarden with a typical two-lane roadway with a culvert underneath the new road to let water flow through. A flap gate will be added to the end of the pipe to help control water flow.
Hawarden City Park is publicly owned and operated by the city. During construction of the project, the green space between the Iowa 10 bridge and the west leg of the Central Park Bike trail (south of the pump house) will be closed throughout the construction period.
The project will take one construction season to complete, after which the green space will be re-opened to the public. The bike trail will remain open during this period.
The Hawarden City Park has been determined to be a Section 4(f) resource and the project is expected to have de minimis impact on the area.
Section 4(f) of the U.S. Department of Transportation Act of 1966 was enacted as a means of protecting publicly owned parks, recreation areas, and wildlife/waterfowl refuges, as well as historic sites of local, state, or national significance from conversion to transportation uses.
De minimis impacts are defined as those that, after consideration of any measure(s) to minimize harm (such as avoidance, minimization, mitigation, or enhancement measures), do not adversely affect the activities, features, and attributes of the Section 4(f) resource.
