AMES, Iowa – Dec. 31, 2026 - The Iowa DOT is proposing to replace the bridge along U.S. 69, over the Des Moines River in Des Moines. The project would impact the Carl Voss Trail, John Pat Dorrian Trail, and Pete Crivaro Park.

The Carl Voss Trail and John Pat Dorrian Trail must be closed to construct the bridge over the Des Moines River. Trail connections to U.S. 69 will be closed through the duration of construction, in addition to the section of Carl Voss Trail under the U.S. 69 bridge. A detour route will be provided for trail users.

To accommodate the new bridge structure, the Iowa DOT would acquire a permanent easement, approximately 0.23 acres within Pete Crivaro Park. Pete Crivario Park is a 12.3-acre park owned by the City of Des Moines. The Park is open to the public and offers a variety of amenities which includes, but not limited to a basketball court, splash pad, playground, shelters, disc golf, and access to the John Pat Dorrian Trail. The impacted area consists of green space and may include clearing of a few trees. No other amenities provided by Pete Crivaro Park will be impacted. Impacts to the green space will include grading and closure of the impacted area during construction.

Carl Voss Trail, John Pat Dorrian Trail, and Pete Crivaro Park have been determined to be  Section 4(f) resources and the project is expected to have a de minimis impact on the properties.

Section 4(f) of the U.S. Department of Transportation Act of 1966 was enacted as a means of protecting publicly owned parks, recreation areas, and wildlife/waterfowl refuges, as well as historic sites of local, state, or national significance from conversion to transportation uses.

De minimis impacts are defined as those that, after consideration of any measure(s) to minimize harm (such as avoidance, minimization, mitigation, or enhancement measures), do not adversely affect the activities, features, and attributes of the Section 4(f) resource.
