MANCHESTER, Iowa – Sept. 17, 2025 – If you travel on Iowa 3 between Boy Scout Road and Sageville, west of Dubuque, you need to be aware of an upcoming construction project that may slow down your trip, according to the Iowa Department of Transportation’s Manchester construction office. 

Beginning at 8 a.m. on Monday, Sept. 22, until mid-November, weather permitting, crews will clear trees and replace culverts along the route. Shortly after the roadway is closed, the contractor will be excavating for the culverts at locations one and two. Local access will not be able to travel past these locations. When the first two locations are passable, then work will start at location three. Iowa 3 will remain open through the winter months.

When Iowa 3 is closed, you will follow a marked detour route that will take you south on NW Arterial to U.S. 20, west to Dyersville, then north on U.S. 52 to Luxemburg. Local access will be maintained for residences along the road.

This spring, the same segment of Iowa 3 will be closed around April 1 and remain closed all season for reconstruction of the entire roadway.

The contractor for this $24,000,000 project is Boomerang Corp. of Anamosa. It is the last segment of the Iowa 3 corridor reconstruction project.

The Iowa DOT reminds motorists to drive with caution, obey the posted speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in work zones. As in all work zones, drivers should stay alert, allow ample space between vehicles, and wear seat belts.
