According to the ancient proverb, “A cat has nine lives. For three he plays, for three he strays, and for the last three he stays." The origin of the proverb is unknown, but its reach is worldwide, being quoted in works from Shakespeare to Newsweek. While the saying has spread far and wide, obviously as living creatures, cats only have one life.  The saying is likely just a way to express the idea that cats are resilient and able to survive various hazards.
